Your IELTS overall band score is the average of your four module scores (Listening, Reading, Writing, Speaking), rounded to the nearest whole or half band. For example, if your scores are L:7.0, R:6.5, W:6.0, S:7.0, your average is 6.625, which rounds to 6.5.
The Canadian Language Benchmark (CLB) is used in Express Entry and Provincial Nominee Programs. Each IELTS module maps separately to a CLB level. Your effective CLB is the LOWEST of your four modules — so one weak module can hold back your entire application. CLB 7 (Band 7.0) is the minimum for most immigration programs. CLB 9 (Band 8.0) gives maximum CRS language points.
Australia's points test awards language points based on your LOWEST module score. Band 7.0+ in all four modules = "Proficient" (10 points). Band 8.0+ in all four = "Superior" (20 points). Below 7.0 in any module = "Competent" (0 points). One weak module at 6.5 means zero language points even if your other three modules are 8.5.
