A History of Cartography

A Cartography, defined as the practice of drawing maps, is widely held to be among the oldest forms of graphical communication. The earliest surviving artefact accepted as a map is a small clay tablet excavated at Ga-Sur near the ancient city of Kirkuk, in present-day Iraq, which has been dated to roughly 2300 BCE. The tablet depicts what archaeologists tend to believe is a river valley flanked by hills, with cuneiform inscriptions naming the principal settlements. Although the makers of the Ga-Sur tablet had no real notion of scale, projection, or coordinates, they appear to have recognised the central function that has defined cartography ever since: the compression of a large piece of territory onto a small portable surface, generally for the benefit of a viewer who is absent from the place depicted.

B Classical Greek scholars are widely credited with transforming mapping from a practical craft into a more or less mathematical discipline. The astronomer Eratosthenes, working in third-century BCE Alexandria, is said to have calculated the circumference of the Earth to within roughly 2 percent of its true value by comparing the angles of the noon sun at Syene and Alexandria. Three centuries later, Claudius Ptolemy assembled in his eight-volume Geographia a catalogue of approximately 8,000 places with their latitudes and longitudes, and he proposed two projection systems that converted the curved surface of the globe into a flat rectangle. Ptolemy's coordinates were imperfect, partly because he relied on an underestimate of the Earth's size, but his treatise remained the dominant authority on world geography for more than a millennium, and copies translated from Greek into Arabic appear to have preserved the discipline through the long European silence that followed.

C Medieval Europe is widely held to have produced a strikingly different cartographic tradition. The mappae mundi of the eleventh to fourteenth centuries placed Jerusalem at the centre, were oriented east at the top of the page, and incorporated biblical scenes, mythical beasts, and moralising commentary alongside geographical features. The Hereford Mappa Mundi of around 1300, the largest surviving example, measures 1.6 metres in height and contains some 500 illustrations. Such maps were not intended to guide travellers; they were spiritual diagrams as much as geographical ones. In parallel, sailors of the Mediterranean produced a quite separate genre called portolan charts, which traced coastlines with remarkable accuracy using bundles of rhumb lines radiating from compass roses, but which offered no information about the interior of the lands they bordered.

D The Age of Exploration is widely reported to have created an enormous appetite for new mapping. As Portuguese and Spanish navigators returned with reports from Africa, Asia, and the Americas, European workshops scrambled to incorporate the new information. The Flemish cosmographer Gerardus Mercator reportedly largely published in 1569 a world map drawn on a projection that bears his name. Mercator's innovation was to space the parallels of latitude further apart as they approached the poles, so that compass bearings appeared as straight lines on the page. The mathematical price was severe distortion of high-latitude areas; Greenland, in particular, appears comparable in size to Africa, although in reality it is only one fourteenth as large. Despite this drawback, the Mercator projection became indispensable for ocean navigation and remained dominant in classroom atlases well into the twentieth century.

E National cadastres and topographic surveys turned mapping into a state activity in the late eighteenth and nineteenth centuries. The Ordnance Survey of Great Britain, established in 1791 in response to the threat of French invasion, undertook a triangulation of the entire country measured to the nearest inch. France's Carte de l'Etat-Major, generally said to have been begun under Napoleon and finished in 1866, produced 273 sheets at a scale of 1:80,000. These programmes consumed decades of labour and largely demanded the development of precise theodolites, baseline measuring chains, and graphical conventions for relief, drainage, and land use that have changed remarkably little since.

F The twentieth century is widely held to have broken open the picture again. Aerial photography, first practised systematically during the First World War, allowed cartographers to compile maps of large tracts of inaccessible terrain in weeks rather than years. Satellite imagery from the 1970s onwards extended that capability to the whole planet, and the launch of the United States' Global Positioning System for civilian use in the 1990s, combined with cheap computing, effectively ended the cartographer's monopoly. Today the most widely consulted maps in the world are not printed but rendered on demand by software drawing on continuously updated databases; an estimated one billion people are reported to carry detailed, location-aware maps in their pockets. The map has thus returned, in a sense, to the role glimpsed on the clay tablet of Ga-Sur — a compact aid for an absent viewer — although it is now updated by satellites, edited by volunteers, and consulted by a global audience.

The Hidden Intelligence of Cephalopods

A The cephalopods — a group that may include octopuses, cuttlefish, squid and the nautilus — have long fascinated marine biologists, largely because of their cognitive abilities. Despite belonging to the molluscan branch of the animal kingdom and sharing a relatively recent common ancestor with snails and clams, cephalopods display problem-solving capacities that have repeatedly been compared to those of dogs, parrots and small primates. The puzzle, from an evolutionary standpoint, is sharp: cephalopods diverged from the lineage that produced vertebrates roughly 600 million years ago, and yet they appear to have arrived at sophisticated cognition along a wholly independent path.

B The most carefully studied of the cephalopods is taken to be the common octopus, Octopus vulgaris. A landmark study largely published in 1992 by Italian researchers Graziano Fiorito and Pietro Scotto demonstrated that octopuses can learn by watching one another, a faculty previously thought to be confined to vertebrates. In the experiment, an "observer" octopus watched a trained octopus consistently choose a red ball over a white one. When the observer was subsequently given the same choice, it overwhelmingly preferred the red ball, even though it had never been rewarded for doing so. The finding was widely regarded as striking because social learning is associated with animals that live in groups, whereas octopuses are largely solitary and aggressive towards other members of their species.

C Tool use, once considered a defining hallmark of human intelligence, has largely also reportedly been documented in octopuses. In 2009, biologists working in Indonesia filmed individuals of the veined octopus, Amphioctopus marginatus, walking across the seabed while carrying two halves of a discarded coconut shell, which they assembled around themselves whenever they felt threatened. The behaviour is widely considered significant because the octopus must transport an object that hampers its movement, with the apparent expectation of a future benefit. Such anticipatory use of tools is rare even among mammals.

D The cephalopod brain itself is highly unusual. In an octopus, roughly two thirds of the approximately 500 million neurons are not located in the central brain but distributed along the arms, where they form ganglia capable of largely independent action. Each arm can taste, manipulate objects and even unscrew a jar lid without continuous guidance from the central nervous system. Experimental work conducted at the Hebrew University of Jerusalem in 2011 is reported to have shown that a severed arm could continue to perform coordinated reaching movements for up to an hour after being detached, which seems to suggest that the arms possess a substantial degree of motor autonomy.

E The expressive skin of cephalopods is widely regarded as perhaps their most spectacular feature. A typical cuttlefish carries between 1 and 2 million pigment-bearing cells called chromatophores, each of which is controlled by its own muscular ring and a dedicated nerve. By contracting these cells the animal can change colour and pattern several times per second, producing displays that range from rippling waves of dark and light to localised flashes that pass like commercials across one half of its body. Curiously, all the cephalopods studied so far appear to be colour-blind, since they possess only a single class of photoreceptor. How they match the hues of their backgrounds with such precision remains an open question, although some researchers have suggested that light-sensitive proteins in the skin itself may contribute.

F Studies of cuttlefish memory have also yielded surprising results. In 2021, biologists at the University of Cambridge reported that elderly cuttlefish retained detailed "episodic-like" memories of meals they had been offered weeks earlier, recalling not only what they had eaten but where and when. This is widely considered significant because in humans the equivalent capacity, called episodic memory, declines markedly with age. The cuttlefish appeared to suffer no such deterioration, an observation that may prove relevant to the study of memory loss in older humans.

G Why cephalopods evolved such striking cognitive abilities is still debated. One leading hypothesis points to their lifestyle as soft-bodied animals that abandoned the ancestral shell roughly 300 million years ago. Without the protection of an external skeleton, cephalopods became vulnerable to predators and were forced to rely on rapid learning, camouflage and behavioural flexibility for survival. A competing view emphasises their predatory habits: as active hunters of crabs, fish and other agile prey, cephalopods may have needed sophisticated cognition to track and outwit moving targets. The two explanations are not mutually exclusive and may have reinforced one another over evolutionary time.

H Cephalopod intelligence has implications well beyond marine biology. In 2010, the European Union became the first jurisdiction to extend its laboratory animal welfare directive to cover the common octopus, formally recognising the species as capable of suffering. Aquaculture proposals to farm octopuses commercially have since attracted considerable criticism from scientists and ethicists, who argue that confining such cognitively complex animals in tanks is essentially incompatible with their behavioural needs. The questions raised by the cephalopod case — about what counts as intelligence, how it evolves and what we owe to creatures profoundly unlike ourselves — promise to occupy researchers and policy-makers alike for many years to come.

The Behavioural Economics of Nudge Theory

A For most of the twentieth century, mainstream economic theory rested on the assumption that human beings, in their economic decisions at least, behave as rational actors. The "homo economicus" of the textbooks is supposed to gather all the available information, weigh costs and benefits with perfect consistency, and choose the option that maximises personal welfare. Even economists who publicly endorsed this caricature in print often acknowledged its limits in private. Real people, after all, eat dessert they have already decided to refuse, sign up for gym memberships they never use, and apparently save too little for retirement despite their own stated intentions.

B The discipline that has largely grown up to address these inconsistencies is known as behavioural economics. Drawing on the cognitive psychology of Daniel Kahneman and Amos Tversky, whose 1979 paper on prospect theory documented systematic departures from rational choice under risk, behavioural economists broadly argue that human decision-making is governed not by a single calculating mind but by two roughly distinguishable systems: a fast, intuitive one that relies on rules of thumb, and a slower, deliberative one that engages only when prompted. Most everyday choices are made by the fast system, and the rules of thumb it employs — anchoring on whatever number it has largely just heard, attaching extra weight to losses than to equivalent gains, defaulting to the status quo — tend to produce predictable biases that can pull people away from the choices they themselves consider best.

C The concept of the "nudge" was introduced into public policy by the American economist Richard Thaler and the legal scholar Cass Sunstein in their 2008 book of the same name. A nudge, in their definition, is any feature of the architecture of choice that alters behaviour in a predictable way without forbidding any options or significantly changing economic incentives. Putting fruit at eye level in a cafeteria counts as a nudge; banning chocolate bars does not. Auto-enrolling employees into a pension scheme is a nudge; making contributions compulsory is certainly not. The advocates of nudge theory describe their position as "libertarian paternalism": government and other institutions are urged to take a view on what is in citizens' long-term interest, but to leave individuals fully free to opt out.

D Field experiments have produced striking evidence that simple changes in choice architecture can shift behaviour at relatively low cost. The clearest example concerns retirement saving. When American firms switched from a system in which employees had to actively sign up for a pension to one in which they were enrolled by default and could opt out, participation rates rose from about 40 percent to over 90 percent in many cases, with the largest gains coming among younger and lower-paid workers. Comparable experiments in the United Kingdom, conducted by the Behavioural Insights Team largely founded inside the Cabinet Office in 2010, found that simply rewriting tax letters to mention that "nine out of ten people in your town pay on time" produced an extra five percentage points of timely payment. The Behavioural Insights Team has reported that the policies it has helped to design generate, on its own estimates, savings of roughly 22 times its annual operating budget.

E The intellectual appeal of nudge thinking is bound up with its modesty. Compared with traditional regulation, taxes or bans, nudges broadly look cheap, light-touch and respectful of personal freedom. Compared with information campaigns, which research has repeatedly shown to be only weakly effective in changing entrenched behaviour, nudges typically work directly on the moment of decision. By 2020, behavioural insight units had been largely established in more than 200 public bodies worldwide, from the World Bank to the city government of Buenos Aires, and their work had spread into domains as diverse as antibiotic prescribing, organ donation, energy conservation and educational attainment.

F Critics, however, have raised several reservations. The first is ethical: even when nudges are disclosed, citizens have not necessarily consented to having their choices engineered, and the distinction between an acceptable rearrangement of options and a manipulative one is not always easy to draw. A second concern is empirical: a 2022 meta-analysis published in the Proceedings of the National Academy of Sciences pooled the results of 200 nudge experiments and reported that, once publication bias was taken into account, the average effect was considerably smaller than earlier reviews had suggested, and several headline results could not be replicated at all. A third worry, voiced by political scientists, is that an over-reliance on nudges may distract governments from more fundamental reforms — adjusting tax codes, building affordable housing, regulating polluters — by holding out the seductive promise of policy on the cheap.

G Defenders of nudge theory generally accept the force of the empirical critique while resisting the broader political one. Even if individual nudges have only modest effects, they argue, the cumulative impact across many domains can be substantial, and the marginal cost of redesigning a form or rearranging a shelf is close to zero. They also point out that no serious advocate of nudging has proposed it as a replacement for traditional policy instruments. The most influential recent statements of the position, including a 2021 update to Thaler and Sunstein's original book, distinguish between "nudges for good" that serve the long-term interests of the citizens being nudged and "sludge" — friction deliberately introduced to discourage people from claiming entitlements or cancelling subscriptions — which they unambiguously condemn.

H The trajectory of nudge theory illustrates the maturation of behavioural economics within public policy. What began as a critique of the rational-actor model has become a recognised toolkit, complete with professional associations, dedicated journals and government units. Whether the next two decades reinforce that position or scale it back will depend not only on further experimental evidence but on a continuing public conversation about how far the state, employers and platforms should be permitted to shape the small everyday choices through which large outcomes are built.
